Any man and woman that become close platonically as long as they're not radically out of each other's league or have no respect for each other, even if they don't want it, develop a dimension to their relationship that relates to sexuality. They either have to actively reject this dimension, decisevely cutting it away from ever surfacing, or they have to entertain it to see how they feel once romance is on the table. The second option is better because once they entertain it they can have a sober perception of it and reject or accept it without regrets or suppression. This is why Sakura deceptively confessing to Naruto was actually what led Naruto to fully getting over his crush. The second it was on the table he realized he didn't actually want it.

While fans started shipping them hard, last I checked he'd never really gotten on board with it himself. So over the years he's been happy to throw shippers fodder like that, but hasn't given them any real development like other couples in the series have gotten. He seems to prefer leaving things open ended given the ending to the original series. Granted I haven't kept up with the sequel so I don't know if anything has changed, but I'm fairly certain if things had changed it'd have been spammed enough for me to see it. Thus we have the current situation, where Natsu and Lucy's parallel world counterparts have a kid together, but the characters themselves haven't explicitly expressed any romantic intent, and it wouldn't be odd if the sequel ends with things still be open ended and ambiguous for them.
