I would hazard that Kunishige felt that desperation to stop the carnage and bloodshed, and so his desire for the Blades to have war-tuned utility/combat powers swinged way more for combat lethality than utility. And the datenseki responded to that, resulting in the hyperlethal powers for Shinuchi.

And its only after seeing just how immense their powers were, that the life contracts were spun up.So its with Shinuchi's creation that the life contracts were implemented, and thats why Shinuchi is the core Blade for the contracts.And it would explain why the life contracts had to be prepared on the rush and quickly, instead of over the year or so the Blades were being forged and handed out.
