He just has a choice, either his countries dies, or the entire world dies, and he choose to save the 1% that he knew over the 99% that he didn't. He doesn't like it either and he broke down in ears over it, and finally, the plot somewhat implies it's not even his own choice but that he's somehow being controlled by the Attack on Titan or some kind of predestined fate and that for all his talk about freedom and how much he hates slaves, he's ultimately a slave of a future he saw coming and feared but was powerless to resist in some weird way.You people really didn't pay attention to the plot and the scenes where he broke down crying over it or talked to Reiner and forgave him and said that he was just a child who was brainwashed, told he was saving the world and that no matter what country you go to, people are all the same and that after he lived in Marley he realized what Reiner must have felt when he realized that the people he was brainwashed to hate were really just normal people and not what he had imagined them to be.
Given what he has done, I would say it lends to the contrary
