I was about to say "holy shit these characters look like shin-chan but not crayon" and then I looked up the series and saw that actually, yes, it is.

My only exposure to shin-chan is the adult swim's basically abridged version, which was great.
Does the normal jp version still have similar elements of humor or is it more of a children's show?

The show is definitely a comedy. The "all-ages" kind where there are crude adult jokes and sexual stuff, and much of it even comes directly from shin-chan. In that respect the Adult Swim version really wasn't that far off, I think it was a good take on localization. If you liked that, you'll probably like the actual show.
