Are anime arcs a relatively new concept?
I don't remember classic animes having "arcs".
I remember DBZ had the Namek Saga, but not exactly the same thing.

I fail to see how it's not the same thing. People use "arc" and "saga" pretty interchangeably with Dragon Ball.
