I would like to remind everyone the author of 2.5D Seduction hates fanservice. The only reason he put it in his manga early was to bait people into reading it, likely at the behest of his editor. If you want to blame anyone for the censorship in the anime, blame him. There's no doubt he requested the staff to tone it down so that the audience would focus on the cosplay like he wanted & not the fanservice.
