Seems you can revive people who have recently died in the universe, but I can't remember if it ever happened with people who were long dead.
I remember when Edward digs up the failed resuscitation attempt they find out it has different hair and stuff and somehow that's meant to mean it would've been definitely impossible to revive her I think? But I never really understood that

It was never really a plotpoint at all until Hohenheim brought it up out of nowhere and Ed confirmed it in a single chapter that he was right.
