I've been reading some of the other classics recently (i.e. one piece, HxH, naruto).
My stance has always been that JJK is fundamentally a fightfag story, and you aren't going to get the emotional payoff that the other stories have with so little focus.
Actually going back through them though, it's incredible just how shit most authors are at setting up and following through on emotional payoffs like this. Like those 5 pages are genuinely better characterisation and payoff than literally everything in those 3 mangas spread over hundreds or thousands of pages. I'd even say the same thing about Megumi and Yuji's conversation during Shinjuku or Nobara's "death" flashback or Toji's death.

I don't know if I would or even could call it goated with how little focus it gets, but the number of shonen stories I'd put on a similar level to it is depressingly small

I don't think every story needs to be a thousand chapter epic. Modulo has fit well into the short serialization format very well, and if it gets 80% of the payoff for 20% of the chapters then IMO that's a very well executed story.
As for JJK1, yeah it's a common and fair criticism. Shibuya is an excellent payoff for everything before it but a huge part of why the culling games drag so much is the lack of character interactions and the loss of basically all of the interesting chemistry of the first half (Nobara, Megumi, Todo, Gojo, Utahime, Jogo, Hanami, Mahito etc. etc.) to be replaced by autistic fightfags who don't have any interesting interactions (Takaba, Hakari, Kashimo, Uraume, Yorozu).

Which is why it's so disappointing that when I look outside of JJK and see so little of value. There are plenty of stories which shouldn't have these flaws, but end up padding the void with nothing instead

Basically, because of how insanely strong Gojo was as soon as he was born, it naturally shifted the balance between sorcerers and curses and curses became way stronger as well. But of course, merely one or two months later, another baby boy was born with a technique that makes disposing of and using these new very strong curses piss easy and of course, these two boys grew up to become best friends. The real reason Yuka never summons them is probably just because Gege wanted to save the reveal she has the 10S for this fight with Dabura. Her manifesting claws was just vague enough that people could speculate about her technique
