We all knew Luffy had a lot left in the tank, he had hardly been challenged since the time skip, every "loss" he had were just down to luffy not taking things seriously. With Doffy, he finally had an opponent he could not steamroll so he had to pull out the stops. Every reader knew damn well Luffy were going to have to start actually trying and start showing off what he had learned. As for flashbacks, it's really down to what they are supposed to give context to, that decides their placement in the arc. In the case of Brook, we needed context to his relationship with laboon, so we did not need to hear about it until after the arc finale. Now with Loki, we're getting context before the final showdown with the GK and Imunko. So we're getting it mid arc. Sounds more like your gripe is with the concept of flashbacks in general.
