He didn't believe in himself. That was the point. It's why he had to do a bunch of rituals and groom a girl just so a vampire can appear so he can save Index from "dying".He couldn't conceive the thought of "Turn Index into an immortal loli vampire and also be in love with me." When fighting the MC he may have thought "Man, this guy is a badass, maybe I should play it safe and use guns." But he didn't know how guns work so they barely affected the MC.
