We learn her psychic power is to blow things, then she spends the rest of the level upper arc in bed.

Kongou's Air Handel is making eject points for high pressure air and they are so powerful she can quite literally be her own one girl space program, fitting for the daughter of an Aerospace mogul. Kazan'in's Aero Hand is basically a high precision pressure cutter which is an ability that makes sense for a famous sculptor.Personally I believe that Saten's ability has to do with using wind transmit information, rumors and conspiracies are her bread and butter so being able to spread her presence like the wind would be a good ability for her. Being high level is not just about firepower, both Wannai and Shokuhou are fluid manipulators but while Lvl 3 Wannai is a flood on two legs, Lvl 5 Shokuhou can't move 1/10,000th what she can but uses it on brains to manipulate the minds of countless people.Perhaps the reason she needs Level Upper just to move some leaves is because she is not specced for wind based combat but (like Mental Out) for something much more subtle. Maybe a lot of Lvl 0's are just focusing in the wrong direction. Like imagine a Mugino or Junko who never got proper power development struggling to make sparks as Lvl 1 Electromasters while never realizing what their true abilities are. I wonder if using psychologists to bring out students true purpose would help with their development.Or who knows, maybe it is just a skirt flipping power and she just sucks at it...
