So, for "mu" syllable we have 6 names where the second syllable begins with s (the third row of a hiragana/katakana table). We have 8 rows total + shit like wa, ya, yu, yo but let's be generous and say for each syllable there are around 5 * 10 = 50 names. There are 45 syllables total and they're not evenly distributed but an estimate of 2000-2500 people looks plausible.There are around 80 people on the picture alone so it's safe to say at least 100 people are visiting the black market, that makes it 4-5% of the population, which seems like a considerable amount. And it's only people who decide to go on this day.Anyway the association turning the blind eye sounds like a more likely theory
