The drama comes from Saitama being a singular man who can't be everywhere, and who knows who could get hurt. He's a factor in this wide world of strange people trying to do their best upholding their ideals of being a hero, and his real strength isn't his super punching skills, it's his ability to tank hits until his opponent runs out of steam.
