The anime aired, it was successful, and if you wanted to watch it again you basically /had/ to buy the blue-ray (in japan) unless you had much more tech savvy than today. this is not the case in year of our lord twenty twenty five. Anime even then had issues with profitability, but BD sales, toys, models, licensing to tv stations in SEA, pachinko games, made up for it for original titles. BD sales are now gone, the japanese economy has continued to circle the drain, and streaming is not nearly as profitable for (most) shows as tv licensing (the japanese also are still in 1997 and don't understand streaming well). So now, the safer bet is anime as adverts for already-somewhat-successful manga/LNs, and if it makes more money along the way like frieren, all the better. most studios are risk averse, so you get saleable anime, not necessarily good anime
