Tamaki has the lowest scores in everything because Lelouch saw him as baggage that came with Kallen and to a lesser extent Ougi. Tamaki deserved higher charisma if nothing else since he always had the other noobs and low ranks listening to him. Kallen deserves her low charisma because she was always a follower, even when she tried to influence Lelouch she always failed.
