This is just a Getter Robo reference. It is included because it is cool and Getter Robo is the best manga of all time. The other Getter Robo references such as mecha pilots crossing their arms are also in for the same reason.

Believe it or not, now and then they do take time to develop characters even in shows that aren't meant to be taken too seriously.

I'd advise you to watch it anyway. It's six episodes, you could get through it in a single evening if you wanted.
Is it good? Sort of. It's not anywhere near as memorable as Gunbuster overall, but it has some very pretty animation and some of the visuals will probably stick with you. In terms of plot it's got a strong build up but a weak conclusion, kind of the opposite of Gunbuster in some ways, I guess.
I don't think it degrades the original but that's mostly because it barely touches on the actual characters, and despite calling back to Gunbuster extensively it doesn't feel like much of a continuation. But watching it won't ruin anything, it just won't add anything either.
It's mostly worth watching for a better understanding of the course Gainax took and seeing some ideas and visual elements that they later revisited and expanded in, say, Gurren Lagann. And Nono is cute.

I don't remember if I actually watched Diebuster in 2007 or not. I remember seeing a clip of the Double Inazuma Kick in 2008 or 2009 and not knowing what it was. But I definitely downloaded it via torrents. I remember the Diebuster being giant and Nono cutting the moon in half. Shit was weird. I just ended up rewatching it and GunBuster a few years ago

In Gunbuster Pluto was a casualty of the sacrifice of the Excelion, and later Jupiter was sacrificed in the war too. These are irreplaceable elements of human history, immutable, almost divine entities. You feel every sacrifice. In Diebuster they attach thrusters to Earth and rocket it towards the space monster, and then giant Nono just wags her finger and goes
