I also take issue with the "childhood friend" trope in general. Someone you have been friends with and *stayed* friends with since childhood, sure. That's a very close friend. But some girl you hung out with on the playground in kindergarten and didn't see again until high school? You're not going to have any special connection to that person beyond "oh yeah I think I remember you", and it's usually the latter scenario in anime so they can conveniently have a hot girl appear out of nowhere.

If by "good" you mean characters with a lot of "depth" and clear character arcs, then sure, you need a wider narrative with conflict, drama, etc, to tell that character's story and allow them to change or react to changing circumstances. You can, however, have good, well-written characters that don't have obvious character arcs with a beginning and end, and likewise you don't need to write a compelling narrative to create a worthwhile work of art.
