Enel is still the scariest One Piece villain to this date. This isn’t about power scaling or body counts, it’s about how he feels while you’re reading Skypiea.Up to that point, One Piece has taught us that Devil Fruit users are dangerous, sure, but they’re beatable. There’s always a trick, a weakness, a plan, or at worst, Luffy just bruteforces it after taking a beating.The crew struggles, but the story never feels like it’s slipping out of their control completely. Enel is the first time that expectation collapses completely. You can’t touch him, you can’t hide from him, and you can’t even talk about him without him knowing. Mantra isn’t introduced as a cool combat skill, it’s introduced as total fucking surveillance, almost omniscience. From the reader’s perspective, there is no offscreen safety anymore, every plan is compromised before it even exists.And unlike most antagonists, Enel actually wins, constantly, he has the upper hand to the very end. Whenever he meets someone, lightning, over, completely effortless. And here's the worse part, when they do actually beat him, it was due to pure luck. Luffy doesn’t overcome Enel through growth or cleverness. There is no earned solution. He is immune because of something that existed long before the arc even began. It’s not strategy, it’s cosmic luck. It means Enel wasn’t beaten because he was flawed, he was beaten because the protagonist happened to be made of the one thing that hard counters him. If Luffy were had literally any other power, Enel would've won.
