Coco was a character that constantly needed to be protected by the cures. Harry on other hand is only doing it for Hugtan, his first instinct when facing a monster was to just hide and run away. In a way, Rosemary is much more independent in the way how he acts and deals with these situations, I don't think there was a similar character in precure before. If Kanata appeared more then maybe he could be just like Rosemary, he also worked independently before losing memories.
