As for it being Enel's attack or not, it is a dense sphere of thunderclouds that contains an immense electrical discharge. Ark Maxim only provides the raw materials, Enel's powers allow him to shape and contain, as well as move the Raigo itself. It is very much Enel's attack, just as much as Jinbe's water attacks is his and not the oceans.
