We're not talking about a relatively recent figure who is still studied in history books like Napoleon. The first emperor of China achieved unification more than 22 centuries ago. There is enough distance (in time and culture) that "history" becomes "legend," and a certain amount of romanticization becomes acceptable. Romanticizing Napoleon and the millions of deaths he caused is a tougher pill. The manga isn't really intent on wanking Sei or Shin and by proxy Sei. It actually does a fairly decent job at portraying the non-Qin as moral and the Qin as morally """"grey"""" (see Kanki).

This is published in a seinen manga, and it's not like there wasn't nudity early on and gore everywhere, so it's not like the author wanted to write a shounen manga but couldn't get in due to competition.

Also, a lot of the adaptations don't show a big portion of the events that unfold for the main characters, like when Cao Cao climbed a high rock that the Qin emperor climbed before him centuries ago and saw distant lands, so he ordered for someone to head there to bring back the elixir of immortality. Cao Cao merely made a poem in that place while thinking of all he has done. I think it'd have been a very good scene to adapt.
