Most of the time its scheduling issue. Nip tv and studios was not designed for this seasonal format. This is why they've been avoiding going down this route all these years.

It's just because the anime industry is dying but there needs to be a set number of shows out per year (which increases every year) to meet producer and broadcaster demands.
So, shows go split cour to lighten the workload.
