He isn't though. He is a human. A Homunculus is an artificial being created by Alchemy.

He has a philosopher's stone merged into him, extruded from Father, and that makes him a homonculus. You don't get an ouroboros on you if you aren't one.
He's not made from scratch by alchemy but he was nevertheless created with intent, since he was groomed specifically into being a candidate to receive said philosopher's stone. A metaphorical homonculus as well a literal one.

He is also a human because a homonculi and human are not mutually exclusive, see Hohenheim.

It's not as directly powerful as the other things but the only reason it's not overpowered is because Bradley's an old fuck and his body can't keep up with the eye's analytical abilities that border on precognition.
