Really I think Tatsuki was just introduced before Kubo knew what to do with the overall story, and may have originally had more of a plan for her that got cut in favor of other events. I expect that Kubo originally had another arc in mind that would have existed before giving Ichigo a reason to go to soul society, but it vanished before he fleshed it out and came up with what became the soul society arc.

After the Aizen fight it's made very clear that Ichigo is miserable as just a normal human, his time as a Soul Reaper changed him and it's become a core part of his personality. I don't see him abandoning his human life that early in the story but given the lifespan of Soul Reapers I imagine most of SS expected that once he had lived a decent life in the physical world he would formally join SS. Powerful Soul Reapers live to be over 1000, there is no way Ichigo would stay in the world of the living that long.
