A lot of manga & anime have really shitty stories because its written by people who can draw well, not write well.

This. "English works are different!" like, how the fuck so? Fucking Marvel cinematic universe or HBO TV shows? Fucking Last of Us or CoD vidya? I can confidently say the animanga medium is far more capable of making you feel than all of the Western slops these days proportionally and by and large. The only latest exception was Disco Elysium, which is a fucking masterpiece of commies from the heart of butthurtbelt.

English works ARE different because the English language and English-speaking storytelling culture isn't bound to a handful of like 20 repeated tropes and repetitive phrases (e.g. "it can't be helped" "i won't forgive you" "even if you say such a thing" "i'm entering the bath") and also draws more freely from other languages rather than trying to tie it to a crappy system of runes and phonetic hieroglyphs.
English works are inherently able to be written better because the English language is more free and more able to express the writer's thoughts and ideas compared to a limited, restrictive language like Japanese.

Unfortunately if you spend 10 years improving your drawing, that's 10 years not spent improving your writing. There's only so much time in a day and if you have a girlfriend, social life or other hobbies it becomes all the more difficult.
Artist and Writer combo are a good compromise but even that comes with its pitfalls, as the artist can't see exactly what the writer has in his mind, you lose some information in the communication process. More-so even if the artist and writer don't have the same tastes and they didn't team up out of passion but rather some company appointed an artist to some LN writer.
At the end of the day if you want an exceptional series, you either need luck or some autist savant who gives up any chance at a normal life just to make something good. (Though even that can end up in an untimely death out of stress or unhealthy living.)
Until then, we take what we can get, not like other visual media industries have it better.

I feel like the biggest issue is how long it takes to draw a manga. A scene that would take 10 minutes to write out in a book would probably take 7 days to draw in a manga. That means that if you write something out and it doesnt sound as good as you thought, no problem, just rewrite it. If you draw something and it doesnt look as good as you thought, too bad. Theres no time and you have no energy left either, it needs to get published now

It also creates pacing issues because the difference in time the author experiences compared to the time passing inside the story is so vast that its disorienting. "It has been 3 days for me but my characters have only travelled across the street" kinda stuff

After watching the ansatsusha/assassin anime that aired this season I started applying more rigid filtering. No more garbage writing from Japanese butchers, bakers, plasterers, vets, gamers, acrobats, accountants, NEETs and who ever can't write.
