Chihiro grew up in a peaceful environment being taught good but somewhat naive values while Hakuri grew up in a fucked up family that warped his sense of right or wrong.When they meet up Chihiro is walking a path of revenge to rectify the evil that destroyed, from his POV, a peaceful past. On the other hand Hakuri wants to destroy a past he realised was evil and make right the wrongs his clan did over the years. Hakuri is still confused on what's right and wrong and so he's drawn to Chihiro because he thinks he has a strong moral compass but Chihiro himself is not as strongheaded as Hakuri and wavers HARD whenever he encounters morally grey conundrums that he never even considered due to his sheltered upbringing.In other words, Chihiro chooses the right direction to go but Hakuri is the one with the willpower to see that path through without hesitation while Chihiro goes through a moral breakdown every arc.They somehow mirror Kunishige and Soga in that way and we can see how that turned out: Kunishige got burned by the violence his creations brought in the world, tried to backtrack and ended up dead while Soga failed to see the bigger picture and was content with destroying his perceived big bad enemy and basically retired. Their actions ended up creating a very fragile peace that quickly devolved in an arguably even worse nation.
