You act as if 12 or 13 episodes hasn't been the norm for 20 years at this point. There's always been exceptions and there still are but unless you're a little kids' anime the chances of getting more than 12 episodes at a time is pretty slim. Most anime in the past was primetime too so you could argue it was the same back then. The OVAs that were more what we get for late night anime now tended to be 13 episodes or less as well, with many of them being half that or less.

They can wait 2 years for everyone to be ready to work for them at the same time, or they can make shorter anime to try to fit every party's schedule. Anime is overwhelmingly choosing to do the latter. That's why things are the way they are now.
