i dont know what it is but the galko the manga has one of my favorite uses of color and im too much of an art pleb to understand why (outside of non black outlines being one reason).

This art style uses deliberately chosen color palettes to create a mood. The colors aren't intended to be naturalistic but to complement each other and reinforce the themes of the scene. Notice also that the number of colors is limited, creating high contrast. Limited, contrasting color palettes are also what make pixel art stand out.

This kind of style is more often seen in Western color-printed comics, a good example is the Delirius story from the French comic series Lone Sloane. Comics in color have had to deal with cheap mass printing using limited numbers of colors so they get creative with the color to keep it looking good.
