Films became art within 10 years of its inception. Music has been present as a form of human expression and communication since the earliest periods of human existence, effectively making it an "art form" since its inception. Anime still aren't considered art by anyone that isn't an anime fan for close to 100 years now since its inception back in 1917.

For it to be considered art, it needs to be made by a VERY limited group of people, where all members have a clear vision in mind and in-sync, and it must NOT be made for the intention of making money. The vast majority of anime do not fulfill this criteria.

The only anime that have transcended into art are Hayao Miyazaki, Osamu Tezuka and Satoshi Kon. But those are exceptions, not the rule.

Prominent producers like Taro Maki has criticized the industry's overreliance on safe, proven formulas (adaptations of successful manga and light novels) to avoid financial risk, which stifles creative growth and experimentation with original ideas. Even Anno and Oshii have both conceded that anime are more like an art museum because they encompass forms of art (drawings, paintings, music) to sell to the public, museums are not an artform in itself.

The vast majority of film, music and published literature does not fulfill this criteria either. By the time something gets published its been passed through so many producers and editors its usually not much more than a product.
