Soviet Knockoff Tom and Jerry was just official Tom and Jerry. There was that time MGM contracted out to slavs and they made those deco looking shorts where Tom got beat by a bald guy all the time.

Tom and Jerry is actually quite popular in Japan, I recall a "favorite anime" list where it was the only foreign series to make it onto the listbut I can't think of much in the way of Japanese imitators. I guess the idea of fighting animals survived (I mean, look at pokemon) though.
