What makes adaptions of western media like Powerpuff Girls Z work so well when characters like Wolverine which should work well fail in their Japanese adaptions?

The X-Men anime was fine but Wolverine one sucked because he didn't look normal in it also PPGZ kinda of sucks it's generic compared to the original but at least it's better than 2016.
