Maybe it's just voices in my head telling me this but IIRC it's because historically wives of disgraced samurai and the like would oftentimes be allowed to join buddhist nunneries and thus making cutting their hair a symbol of starting a new life for japanese women specifically

It's cheap. It's a way to showcase a development that really isn't conveyed through the narrative outside of that visual shorthand. The character appears different but fundamentally hasn't had a proper arc.

Women have to advertise EVERY GODDAMN THING THEY DO so cutting their hair is them letting you know that they have changed something. It's literally an advertisement so you will engage with them so they will tell you what REALLY changed.
