The idea behind the hair cut is that the woman is letting go of her feminine, passive Station in society to "get into action". But female characters haven't been traditionally feminine for a few decades already. It's not like they don't already act like men all the time.

Characters are designed to look good. If a character has long hair, then when they were being designed, they were given long hair because that's what suited them best. Therefore, cutting it makes them look less good; if they looked better with short hair then they would have had short hair to begin with.

Fuuko is still pure sex either way, but having that luxurious man’s of fluffy hair pop out of her hat in episode 1 was really really cute.
And then they just fucking cut it.
I get that it was important both for emotional reasons (Fuuko hadn’t been able to have anyone cut her hair due to being the Unluck User, so Andy doing it was a particularly kind gesture) and for plot development reasons (it also loaded Andy up with a fuckton of unluck for the next fight).
But I still really liked her long hair.
