Personally I think Jailbreaker arc (which will be the first half of season 4) was better than Dream Ranker arc (the last half of season 3). Not as good as Sisters or Daihaseisai but I give it credit for avoiding making Mikoto a damsel in distress unlike those two. Your enjoyment of this arc will also be influenced by how much you like or care about Uiharu. The antagonist is also probably the sexiest antagonist in Railgun, hope she gets lots of porn.
First Year arc (second half of season 4) will be pretty meh in my opinion. Nagai will have to work some magic or add some scenes because I simply wasn't engaged by it.

The anime is a pretty good adaptation, s1 is half filler but it’s not really that bad and s2’s last third is a pretty bad filler arc. You can probably just watch the anime and jump to the manga when you’re caught up and there’s also some Railgun spinoff novels as well. The s1 filler is blended in well so you won’t notice, you definitely will in s2 though
