i read that its color banding issue and appears in low bitrate versions so i downloaded highest size rip i could find online and its better but nowhere near good . How do i fix this?

you'll always get banding in h.264 because the colour depth is only 8 bits (256 values). download a h.265 (hevc) file instead. even if the file size is smaller the colour depth is 10 bits (1024 values, 4x as much detail). the more values, the smoother the transitions between colours. h.265 files are also smaller because of better compression, not because they are low quality
