Not everyone is related to Kaguya, but anyone with weird mutations like gills or alien eyeballs is. Humans don't naturally have snake eyes like Orochimaru or bloodline powers like Haku's ice mirrors or Kimimaro's bone manipulation. Everyone and every animal has a chakra network but most humans and animals are not capable of molding the spiritual and physical energy into chakra. So Rock Lee is in a tier of superhumans for having chakra available to him but at the bottom rung for not being able to manipulate it enough to perform ninjutsu or genjutsu.

That can't quite be true because chakra is composed of a synthesis that not everyone has the capacity to manipulate.
He couldn't 'give everyone chakra' because they still have to put it together inside themselves from mental and bodily constituents.
What he would have done is unlock the precursor to chakra in people which would be the spiritual or physical components (basically improving chi flow) but everything else is dependent on how strong they are as a being.

I'd agree that dichotomy is unstable (idk if that's the best word), but I don't think I can fully agree that they can't exist without the other. If you want to succeed at the highest level you need both, but it's also very possible to work very hard and never get to a top level.
I think Kishis writing is too nonsensical and disconnected to really explore that kind of stuff, even if unintentional.
