the reason the celestial dragons own the world is because they were the ones that put the planet back in one piece after it was split apart and the red line is just the scar left over from where the planet was healed while the grand line is where the planet's magnetic poles currently lay (they used to be located where the red line currently is). one piece is just the history of what led to this disaster and the devil fruits were made from joy boy to combat the super weapons.
