Isn't this a bad translation? Kita is the past tense of the kuru, which means to come.
So it really should be "I came" or "I have come".

For example

I wonder why they didn't go with this translation? Is this another example of localizers censoring anime?

No it's a good translation
"I came" or "I have come" sounds awkward and kinda silly to a native English speaker
And his catchphrase isn't supposed to have that kind of energy to it
And the way he uses the phrase is an announcement of his presence, the exact tense isn't what matters
So the more natural phrase is the better one, because while not accurate to the words themselves it IS more accurate to the purpose of the phrase
