It's Shinobu.
This is the same guy that made Senryuu Shoujo, and the way he draws Shinobu sometimes is 1:1 to the main girl from there

I watched episode 2. I like that they used the Moon as one of the settings in the OP since it's a prominent backdrop and metaphor in this series, but it was so random to see Nene shoot a sniper rifle. I guess the song lyrics have the word sniper in it, but it was quite jarring.
