While the chapter is definitely not what I expected, I think the greater message in it was the state of hell.Denji went there to eat a bunch of devils but they're all gone. Why? It is quite easy to understand why locust is so strong. Remember that they can't die, but still can reproduce. Given time, you will have MASSIVE, unstoppable swarm of locusts devouring food. This is basically a sort of grey goo scenario. This is quite scary.
