There was so much setup with the idea that different groups within were working against Nogi and that being assimilated into Purgatory was a real option as well as the worms having infiltrated the latter organization. Asura at least pretended that CEOs mattered and that there were stakes to the tournament and side-objectives to accomplish. It also just didn't make sense to send in Raian even if he is "The Devil". Hollis is right there and he really could use some on-panel time in a fight. Raian is so unhinged even after the timeskip from Asura to Omega that I don't know what Kazzy or Nogi were thinking other than "this guy is strong and was in the KAT". But even with all that, a story arc where Raian is excommunicated from the clan because he refuses to curb his bloodlust would have been interesting. Maybe he joins up with Setsuna, Akoya, and Ryuki and creates a murderband. Maybe he strikes out to take on Edward Wu (who doesn't die in this iteration) and has to realize he was a big fish in a small pond compared to a fighter from mainland asia.
