Even if you hugged the electrified beam with all your might, the charge would bypass you and go down the beam because it's much more conductive than you are.The reason electric fences work is because the person or animal touching them is standing on the ground, which electricity naturally seeks, so they become the path of least resistance to the ground. A person standing on an electrified beam is not grounded so the charge would bypass them. If they touched ground and the charge was strong enough the rubber shoe soles wouldn't help either.
