Not wrong, but not entirely accurate. Naoko Yamada, the director of K-ON, describes moe as a celebration of femininity, which I think is a pretty refreshing contrast compared to Hollywood's recent obsession with masculine women.

yes a huge part of the appeal is that they are extremely girly. the lack of overt sexualization makes them more endearing to a large part of the moe target audience which has issues with women in one way or another. theyre a way to experience an feminine ideal without any danger of failure, embarassment, or getting hurt.
