It doesn't help that Okabe himself decides not to explain things because he was completely tunneled on his original objective. Remember that he is a literal college chunni with an interest in time traveling and conspiracy theories, you can think as him having intelligence a bit above average. It takes a lot of burn out and him finally reaching to Kurisu to finally stop, and see how to properly act. And even then, he needs multiple loops to finally decode what's going on (which wasn't really his fault though).
