My impression is that Anno and Tsurumaki were doing opposing things with the character and couldn’t sort it out for whatever reason.
The other issue I have with her ending is that it creates a thematic contradiction. When the image of Kensuke tells her “you are who you are, that’s enough/that’s ok.” the idea I get is that Anno is saying you’re more than your job and other people’s expectations of you. Piloting Eva gave her ‘purpose’ but didn’t make her happy. So she breaks down and admits she wants someone to care for her. So, logically, the movie is saying Asuka isn’t an Eva pilot; she’s Asuka. What’s important is the person, not the role. But then immediately after that she’s launched from the movie figuratively and also quite literally. So it’s like, oh never mind, I guess you really are just your role after all because once her’s was done they yeeted her out of the story without a second thought.

The only thing I can figure is they were wanting to have their cake and eat it by not discrediting Asushin by officially pairing her with someone else but still wanted to do this final parting thing. The movie is about moving on but you can’t have an idol-like character move on without pissing off her fans. So it leaves Asuka in an awkward situation because they can’t fully cut off her traditional ship nor can they confirm it officially.
