I hated it when I first watched it but I recently rewatched all of UC Gundam in marathon and it gave me a much better impression. The characters are all insufferable idiots but that actually lends itself brilliantly. The folly of men, men with good intentions, allowed the rise of the Titans. That's squarely what 0083 is about.

Inversely, 08th MS team which I thought was pretty good the first time, is some fucking bullshit. The fact that it's trying to be the most grounded Gundam but comes up with the stupidest bullshit is too much. The only truly great scene is when Shiro gives a speech spilling his guts and the entire Feddie brass and the guards all start laughing at him.
