in parts of this scene I felt like they had rotoscoped it and gotten that uncanny valley effect that always happens, but they at least made them pause their movements often enough that it didn't look too weird.

I remember that when I was a child in the 90s, people and critics already said that anime was different from Western cartoons in that Japanese anime used different camera angles and had a cinematic style.
So it's not something unique to current anime.
