In terms of having enough hands to run the city with about 500k adults, especially when many of those people are in teaching or research, I think there arewas around that. One of them is that there are robots everywhere, construction, making repairs, logistics, cleaning or maintaining. Another is that many of those 80% of students have jobs, like in stores, deliveries and restaurants, they make up Judgement and even work in labs, you probably get a few hundred thousand more part time workers from that alone. Then there is the teachers that pull double duty, all of Anti-Skill and the military are teachers, many researchers too, wouldn't be surprised if other essential services demand you also teach like MAR or Useful Spider, ect. Finally there is outside contractors and commuters, most of the import / export logistics chain like truck drivers probably live outside the city, many working adults might be non-citizens commuting from Tokyo to save on rent and shortages of manual labor might be made up for by hiring outside firms, maybe even putting them up in hotels as needed. I think it could be done. I'd say easily done but Academy City's infrastructure is quite radical like that entire district underground and the space elevator in your picture. I think when you add up the working adults, the commuters, the part timers, I would be surprised if the work force is over a million and probably just as many robots. Academy City could probably function with all that.
