I am going to guess the WNs or whatever it is based on had the Dragon as the end of an arc, and all of this stuff happening was the start of "Oh this is blowing up in popularity, I better put together some backstory for this world so I can sell more chapters of it" which is why it's so inconsistent as to why no one would know his name while also being popular enough for a headliner in the paper.
