This whole thing is so stupid. Ignoring how her plan for a criminal gang trying to kill her is to forget about it and go shopping, she's so passive here it hurts. She could just jump in, surprise attack and and kill everybody in seconds, yet cedes every possible advantage at every stage of this scene of the way by standing there chatting and letting things happen. Also the blind girl magically appears out of nowhere, Dein literally pulls her out like a rabbit out of a hat.
I finally figured out why there is a narrator, the anime assumes that we are all blind like Ink.

Flum tried to escape to the central district since Dein doesn't have any influence there, but he put slave kids with bombs strapped to them near every exit of the district and Flum is not able to just murder slave kids.When Flum was finally cornered, Dein felt lucky that his group was the one who did it and he gave the bomb from the slave kid of his group to Flum telling her to explode herself if she wants to save the slave kid and Flum accepted the deal betting on the explosion not killing her immediately.TL;DR: In the novels, Ink wasn't related to the chase scene, the chase scene had a lot of slave kids strapped with bombs that Dein prepared beforehand and Flum killed kingdom soldiers and adventurers while trying to escape.
