Presumably something like Akanemaru had a gruesome origin story and couldn't just be recreated willy-nilly, or if it could, they might not have had access to that information anymore. We do see examples of them replicating old stuff they already have, namely Hakubi slapping a copy of the exorcising spear's talisman on his arm when he first fights Mao (though that's not really a tool as such), and I'd say his scarecrows qualify as a new "tool" altogether.
